Who: All draftees
What: Arriving at the (temporary) dorms
When: 9 AM of the 3rd. They'll be able to stay there until 1 PM of the same day.
Where: Dorms; location unknown.
Summary: Here is the hallway; here is your room. (Here is some additional info.) Go forth and mingle.
Rating: PG or PG-13 ish, I imagine.

Whether by their own power or by droid, your characters are arriving one by one to the dorms. Each room is specific to a single character; others can only be invited in by that character's allowance. Requested effects will already be present in the rooms. While you're here, you may want to request some last-minute supplies... this is your final chance to gather them. A final note: Shift incompatibilities will not kick in while characters are in the dorms; only once they are out in the field.

I presume you are referring to something more than the meetings prior to the drafts and the efforts made by the Welcoming Center. [Those have a clear and specific purpose.] Such congregating is done for very specific reasons -- recreation, business, religion. [He briefly recalls mention of a church from that last reality shift.]

It relies on a population that wishes to be unified and ones to lead.

Having seen several attempts at unification -- there are those who wish to be unified, and those who wish to be led. [Irritatingly enough, they were easy to coax into joining an army.] But there are few who wish to formally declare their intentions. Notice how there are only so many members to groups such as Brave Vesperia and the Blue Rogues.

[a hum. Questioning-] And don't those group follow a pretty [he pauses to consider...shounen] specific philosophy?

A lot of people will naturally want to remain neutral, or just autonomous. [and he knows that's not to mention the ones antagonistic to humans, or specific groups or people]

... but has there ever been an attempt to create a kind of council? Differences regardless, we're all in the same situation. That creates a natural connectedness.

There have been. By several different people, most who have gone. [Not to mention his own "council," which he had stopped convening quite awhile ago.] I did say I have seen several attempts at unification -- as well as frustrations at the lack of "government" here.

If the population wishes to have a council, a government, or something to that effect, they will create it and maintain it. My thoughts on the matter are irrelevant; I am not here to govern people's actions outside of the war.

What would you think of a man who has so much control over the political and warfare experiences of a population? Perhaps he is a leader. Perhaps he is a tyrant.

I think I do.

Perception matters, for sure-- but only if there's something you're trying to accomplish. Some goal, even if it's as simple as independence.

Someone in such a position is a target. Someone who can be turned into a tool, a scapegoat. Such a person should be able to protect themselves, and surround themselves with others who will guard their shared interests.
