The community houses come to mind, or small sets of houses offered by the inhabitants of that section. However, any safe houses, primary and secondary, should be decided upon by the village first.

I would also consider other areas that can be used; the tunnel system in the mountains is quite vast and with proper planning and organization, the mountains could also be used as an evacuation point in case of an attack.
