Well, first thing you gotta do is make a record of who lives where, which I think we already have at the Welcome Center. Second thing we do is keep regular tabs on who's wear. A once a day drive through of most rural townships, and for cities go a few times. Here, I'd say that it'd be good to check in with everyone once a week. Just ta see who's out, who's not, who's currently kidnapped, etc.

Then there is the community watch, and community meetings. You know, an excuse ta have a party and discuss neighborhood business once a month, share news, and stuff like that.

Other than that, establishing a neighborhood task force. Local cops who know people, and with the trainin' and skills to get the job done.
