"That's right. The police on the surface still worked under the nobles and favored them, but ultimately their loyalty laid with those who had money. There were many nobles who weren't happy with that, so the upset sons would form groups in which they'd wander the streets, causing troubles. Kind of like the thugs you see in New York."

He takes a drink, still at ease as he tells his tale. "My family was one of the more influential families in Lotto Valentino. Of course, my father wasn't the governor, but we were higher up than some of the rest."
