[Teddy resists the urge to pull away from the touch; he's gotten a little better about touches that made him jump and feel a sense of panic in his chest when he came back from his kidnapping. Still, it's uncomfortable, those hands around his neck, and he can't help tensing a little, though he doesn't pull away. He's learning to deal with it, and he wants to be freely touched again. He loves it so much, and he finds it unbearable to not want it because his body keeps reacting this way.
Billy's words makes Teddy shut his eyes and want so desperately to lean in and hold him and never let go, cry against his shoulder and ask so many questions, having held them in for so long, fearful of sharing them and making Billy withdraw again. But he's still so scared of that, and with Billy being so sure that he's back... Teddy doesn't want to drive him back to the window again. His own stupid issues are nothing compared to the war in Billy's head. He knows it.
So instead, he just raises his hand to wipe at Billy's cheek, then rests his palm against it, opening his eyes to look into Billy's beautiful ones.]
... I know. [He can't say "it's okay"; it's not okay, and both he and Billy would know just what a huge lie it was.] I know. I'd keep waiting, too... You know that. [He needs to tell him this, if - when it does come back. So he'll know...]
