[Raine is mostly here to observe. To be honest, she's not entirely sold on the idea yet; after all she had been there when the Blue Rogues and Brave Vesperia were established, and while she had been fond of the leaders she had made it a point not to assign herself to any group.
But at the very least, she had always been relied on as a source for information. Although, it's mostly the draw of the presence of people gathering together in one area that brings her here, so she's not left too much in the company of her own thoughts.
It's also always interesting to see the Barracks being used in a different way. Not that she has a lot of reasons to visit them herself, but she remembers when they were built and the various uses of it. It's a little nostalgic.
