[Well, obviously the muppet-like grin on this guy looks like that of a robot! You might have even seen him with someone who looks absolutely identical, aside from wearing the black version of his costume! You don't get a lot weirder and more suspicious than these guys, they're pretty good candidates for creepy robots.

Though, since when do robots take notes on a notepad? Oh merciful lord, he's observing people and taking notes...]
