Rain begins falling early morning on the 22nd. By 9 AM, there's a good layer of ice as it continues to rain on and off throughout the next two days, sometimes drizzling, sometimes coming down hard for a few minutes. By the evening of the 23rd, it stops raining. Ice buildup is between one and two inches (2.54 cm to 5.08 cm), enough to put some strain on trees, break some branches, and even knock out electricity in some areas despite the lack of any visible powerlines.

Too bad the desert boy doesn't understand the idea of being too cold to snow. So outside he walks, with just his collar pulled up, as he heads to the bakery.
By the time he makes it to the square and towards the bakery a think layer of ice has built up on his coat. And that spiky hair of his? It's even more spiky and stiff today from the ice that's started to coat around it.]
AH! What kind of weird experiment is this!? This rain is so co-AHHHH! [Opps, someone just found a nice slick spot. Down he goes.] EVERYTHING IS COVERED IN ICE!

Which is why Rise's slowly feeling her way out in the darkness from her own apartment to the kitchen. It's so dark out that it's hard to see even indoors so she'll try not to bump into anyone else.

That wasn't too bad, though. Foot had long before scouted out different bushes and overhangs where she could crouch when the weather got wet and she'd been caught out. So that wasn't the problem.
The problem started when her reluctance to chance the rain kept her caught out in the weather once it turned to ice. It wasn't much long past that when the village roads, although no longer wet, were still horribly, horribly slick.
Even so, though, Foot knew she had to make her way home somehow; get someplace warm. Curl up next to Link with a plate of fish and a warm blanket and...
Her thought, of course, was to get it over with quickly, and rely on her claws to provide traction on the worst parts. That isn't what happens, though. As soon as she bolts out onto the road, her paws start to skitter and slide, and her claws, sharp as they are, afford little more than 'sticky spots' that only serve to send her into uncontrolled rolls and slides as she stumbles over herself.
Someone help the poor kitty that's just sliding on by?

His focus, though intent on getting a mug of hot cocoa, isn't so singular that he misses the kitty. Foot's presence causes him to pause and, without second thought, he leaps toward her and catches her in his arms.

Well, it doesn't work. Or well, it does, but in a weird way. On the 22nd, a droid comes out past the barrier as he's pounding. Rin makes ready to fight it, but before he strikes it he sees it has a post-it note on its face. He goes to read it:
Confused a moment, the droid then sucker punched him before retreating back behind the barrier before he could retaliate. There's a lot more shouting and screaming there for maybe a half out afterwards and then he tries to go home, the post it note shoved in his pocket and muttering darkly.
...the thing is, as he comes up the stairs out of the tunnel, it's already raining and icy and looks like some Ice Hell outside. he blinks, and slips a few times before there's a roar of frustration ahd he draws his Koma Sword. This causes him to assume his demon form. He spews blue flames in all directions the rest of his way back, which not only melts the ice below his feet and illuminates the general area, but it also straight up causes the rain to start to evaporate before it gets too close to him.

Staring from behind one of the trees he was clearing of ice, Caius is watching carefully. Also holy hell blue flames he doesn't want to be anywhere near those. If it's causing water to evaporate before it even gets near him then eff he doesn't want to be anywhere near that, fur isn't a good defense against fire anyway.
He sort of wants to approach this guy despite the fire and crazy appearance because he would be pretty handy for clearing ice, but how do you go about getting the attention of a flaming demon...]

Anywhere - clearing ice away from buildings/trees where limbs could snap

Out and around
During his walk a tree branch splinters from the weight of the ice and ends up clobbering the poor kid over the head... Ow. But that's cool, it's his own fault for being out like this and he just needs to be a little more careful. When a second comes down and scratches his arm up then screw it being his own fault the tree needs to pay.
With a roar and a flash of bright light he takes on his beast form and lands a kick on the tree to knock down any branches that were on the verge of falling from the ice. Quickly moving those branches aside and moving onto the next tree. It's probably not the best way to be cleaning up but he's not going to let another branch hit

His timing couldn't be any worse, though, with the way the weather's going. Nami should have mentioned something about it but he couldn't for the life of him remember if she had (she did). That damn woman. She seemed to be avoiding him lately but he couldn't be sure now that he was out of the house more often than not.
But he had far more pressing issues right now. How to get home without freezing or getting beaned to death by falling ice, for example. He'd started running for it when his clothes began to stick to him like horrible torture-filled icicle shells but that had been a quick way of getting nowhere and his limbs were getting heavy and he was maybe sort of kind of just a little bit lost.

Hello, Luceti. In light of our current weather, I would just like to let everyone know that we have blankets, candles, flashlights and other supplies available at the clinic. Should you be without heat and power, we also have some rooms available for overnight stay.
Additionally, if anyone has suffered severe bruising, broken bones, a concussion or frostbite and cannot feasibly reach the clinic, please let me know.

Action - all around town!
Completely undaunted by the hard pellets of frozen rain beating down on her body, a little red bird can be seen using the village as her personal skating rink. Coasting around on the ice, sliding off roofs to flip into easy Glides, and turning rapid three-sixties by digging in her claws...
... She probably stands out, to say the least. But hey! She's having fun. Nothing wrong with that, right?
Maybe she's tapping a little too loudly on your roof, though. Or maybe her wild whoops are getting on peoples' nerves? Either way, feel free to call her out!
