This post covers the first day, before the attack. Remember, characters here are not expecting an attack and are under the impression they will be going to Region 1 to fight. During this day, draftees will be restricted to T6 and T7 and not permitted access to other areas.

Ahh, Albert! I wondered when you might appear. Do sit down, it's been far too long. I'm doing just that, but first, how have you been?

[The show of familiarity is appreciated, especially in the face of Bil being surrounded by security detail. Not that it was not familiar; Bil seemed to need protection whenever he was around people from enclosures. But in a sea of unfamiliar faces, even Bil's blue one was a welcome sight.]

Busy, but well enough, considering. [Considering a lot of things. With a nod of acknowledgment, he takes a seat.] I must admit I am surprised to see you in the thick of a draft situation.

Ho ho, I'm hardly in the thick of it. When you all leave to go to battle, I'll be on a flight elsewhere. I'd only be in the way in the middle of a battlefield, I'm afraid.

I have, in fact, already spoke with her. Ahh, the Commandant, a lovely woman. A bit infuriating at times, but one can hardly hold it against her.

The impression received is that they hold considerable sway, since they managed to take control during a time of unrest. They prioritize the defeat of the cultists over the research into returning people to their original worlds, steering resources towards battle armaments and keeping their ranks in shape.

At the same time, they attempt to keep their projects under wraps. [Thus the mission system and its narrow band of participants.] I do not really know how the public perceives their work.

Quite right. As for their perception, the public knows well they are important. It's quite a common saying, especially for those born in this world, that every person ought to give at least one life to the cause. Many have clamored to make that law but, aha, there has been resistance to it from others. In any case, they have sway with public opinion as well. All in all, the MSF could quite easily take over the entire organization if they liked. They've simply never cared to. As long as we don't demand too much, they're content to let us simply squabble about our different ideologies.
